Check your credit score with the credit bureas.  Determine if you're going to use your personal or business credit record.  Get financing lined up before approaching the fleet vehicle manager so that you can have some leverage in the negotations.

Shop Around:

Shop around to see what others have to offer.  Get quotes from different fleet managers.  Use bids from other dealers to add leverage during the negotations with the dealership you want to do business with.

Get written quotes from Fleet Managers at dealerships.

Replacements:
Dealers are eager to get rid of vehicles that are being replaced and will give you a special deal for buying them.

Out of Stock Vehicles:

Buying out of stock vehicles will get you your vehicle faster rather than ordering a new one.

Delivery Timeframe:

It can take many weeks for your new vehicle to be delivered so plan accordingly to place your order so that you get the vehicles within your expected timeframe.

Service Records:

Get the service records and if necessary an independent vehicle inspection on any used vehicles you purchase.

Municipal Fleet:

Municipal Fleet Sales is one source you could use if you're building your fleet from used vehicles.  Police vehicles and vehicles used by other government agencies are auctioned off at some point in their life cycle and presents an opportunity to get vehicles at low cost.

Dealers and Manufacturers also auction off used vehicles.  This can also serve as another source to build your fleet at low cost.  These vehicles usually comes with no warranty unless an original manufacturer's warranty remains in effect.
